Yes, indeed. You have to choose the -ssl variants. Check the comments
to the blog entry:

If you want to use the Fink package together with Eclipse through the
Subclipse plugin, you need to have Fink svn version 1.1.1 or later.
Check the comments by typing:

fink describe svn-ssl-javahl

It gives you detailed info on how to enable the Subclipse plugin. You
may need to 'fink selfupdate-rsync' to get the latest package
descriptions.
