I can't say that I'm all that familiar with how Tomcat is setup/works.
I can say that there was no portable way to use the Win32 Service API in
APR, so svnserve was built without it.

Should we include svnservice in the distribution? Possibly. Although
it took all of 5 minutes for me to find it on the links page and set it
up myself. *shrug*
