Sure. Did so directly when Apache did not start. Disabling both
the SVN modules (dav + authorize) makes Apache and me happy
again. Enabling either one: not starting, me grumbling. No matter
if the modules are copied into Apache/modules or the load directive
given the full path to the SVN/http folder as I had running before.
If "obviously" is too strong: SVN 1.0.6 run fine with Apache till
upgrading to 1.0.8 (and then 1.1/1.1.1), but after uninstalling these
1.0.6 causes the very same trouble. Apache was not changed
since, nor was httpd.conf beyond the SVN module directives and
the complete block of DAV location. I can easily compare (and did
so) with httpd.conf on the other machine still running untouched
SVN 1.0.6.
OK, not changed for Apache is not absolutely correct: installing
SVN 1.1 (thus *after* trouble already began with 1.0.8) broke
Apache completely and I had to reinstall it. However, it is installed
the same place, same conf file. I'll never again let an installer
interfere with other apps like stopping Apache, copying modules,
starting ...

Well, googling brought up a lot of listings of servers running SVN
1.1.0, but all combined with *nix, none with Windows. Of course
this says not much on the web, but while thinking about what could
have gone wrong the fs backend came to my mind as the big
change since 1.0.6. A search of the list brought nothing, but then I
could have missed a respective note of change. I am just close to
the end of huge work load that left me no time to follow any lists for
the last three or four months, you know.

Nope. I know, tried svnserve when starting with SVN in spring last
year, but since it was running fine with Apache. In fact this part of
SVN was perhaps the only one of it that didn't grew me gray hair
on the way from 0.27 or less to 1.0!

     We lived in freedom.
We lived lives that were a statement, not an apology.
