I've been facing the same problem since the
release of the fsfs repository backend. I've
been discussing the issue on the developers
mailing list, and hoping for a solution. You
could take a look at the thread
(http://article.gmane.org/gmane.comp.version-control.subversion.devel/52602).

The puzzling thing is, no one else seems to
be reporting this particular problem. Is
there anything different about your setup?
(I'm using Win98SE.)
