Windows 98 and file locking problem

Subversion and TortoiseSVN look like some nice programs, but I'm having
trouble getting them running on my Windows 98 machine. After a lot of
searching, I found I have to set the repository to FSFS. However, after
creating the repository and importing files from another directory, I run
into problems when I try to do a checkout. When I import the files, the
program asks for authentication. Am not sure what I should put here or
where it thinks it should be pulling the authentication from, since I
haven't set up any passwords. When I try to do the checkout I get an
error message with:

Unable to open an ra_local session to URL
Unable to open repository 'file:///C:/cvs/cvs2
Can't get shared lock on file c:/cvs/cvs2/locks/dv.lock': The process
cannot access the file because another process has locked a portion of

Anyone have any suggestions on how to get beyond this point and be able to
check files out? Will the programs run successfully locally on Windows 98
or should I be looking for another revision control system to use with
that operating system? Thanks.
