Probably nothing too deep. It's really more a RedHat/Fedora cultural
thing whereby they never release binary-incompatible upgrades (i.e.
those which would break existing setups) for /any/ of their platforms.
If there's a security hole, they'll backport it into the "original"
release rather than put out the new one.

Fedora is RedHat's proving grounds for their Enterprise Linux software,
and RedHat has always taken a very conservative approach to upgrades.
