Issuing official package updates for a stable release which break[1]
working installations does indeed defy the packaging policy. It's
really part of the deal -- our users expect that running "up2date" or
"yum update" or whatever does not randomly make stuff stop working.

Saying FC1 users "aren't allowed" to use 1.0 is silly: of course, FC1
users are in no way prevented from using one of the numerous third-party
repositories such as David's which package SVN 1.0, if they want to do
that.
