That is the primary limitation of svnserve; when using ra_dav, you gain all of
the existing Apache authentication framework. svnserve is not intended to
replace that functionality; it's only meant to be a lightweight alternative.

I believe you can use your existing ssh keys with Apache (as client
certificates). I don't have any experience doing so, but it should be possible
(it's likely what I am going to wind up using).
