Okay, so you're essentially installing a binary package.

And the binary package either didn't check the apache version before
dropping mod_dav_svn in, or, if this is supposed to be a manual process,
it didn't tell you anything about the minimum version of apache needed.

Who maintains that installer...? Jostein?
