It's the name of the SWIG module which links perl to the Subversion
bindings. It's in the source tree for Subversion. I have no idea if they are being
distributed with any of the binary packages though...

Yes. I do. You have to download ViewCVS from the HEAD of its CVS repository
from SourceForge. That version includes references on how to do it as well as
the actual support. The tarball you can download from sf does not contain
any Subversion support.
