Perl frontend is elusive

I'm sorry but I am seriously unable to find the
SVN::Core module that
SVN::Web needs in order to compile. I can't google
for any answers
either.
It's a shame that I can't find info on it since it's
such a good
looking, and useful, front.

Also, the subversion web site talks about ViewCVS as
workable for a web
front but I also can find no documentation on how to
make that happen.
What gives? Does anyone know how it's done?
