Concerning RE: SCC API provider

As for Homesite I created a toolbar. It's not SCC of course, but on
the other hand it lets *me* control if and when I add, commit etc.,
and does not ask me constantly while I just saved a change for a
quick review in the browser ... The toolbar uses both SVN and
TSVN and there are things that could work smarter - but it works. I
have not found the time yet to do some documentation, but
everyone is welcome to drop me a note and get it in a zip file.
