When I whas VS6-ing, I was using Jalindi Igloo [http://www.jalindi.com/igloo/]
as a SCC-CVS interface. The web pages are beginning to be old (11-April-2002),
but the author made some .dll that hides the MS SCC NDA stuff. He says
that it's mostly CVS oriented, but maybe it could be also made SVN friendly.
