I don't know whether it will help with your multi-Apache
setup, but I found my difficulties getting Apache 2 running
were cured when I read the TortoiseSVN page on the subject.
See tortoisesvn.tigris.org/serverinstall.html

The Subversion book ought to contain a link to that page, or
else copy it almost verbatim. :-)
