TortoiseSVN v.1.9.7 Fails to Install Over Older Version

Hi!

Please, do not share my mail address!

Installation on my Win 7 Pro 64bit fails consistently. It complains about "my permissions" but since I am Admin on this machine it is bogus. My guess is that it fails to override the files from the old installation.
