For once be aware that you sent the mail to a publicly archived mailing
list. So asking not to share your mail address is kind of contradicting
sending a mail from that to this list, no? ;-)
On the issue of failing to install TSVN over an older version:
I can confirm that this is not a general installer problem (we've
installed TSVN 1.9.7 on around 20 machines over different older TSVN
installations (ranging from 1.8.12 to 1.9.6) w/o any problem).
To solve your issue without going through a lengthy trouble-shooting
session I'd suggest to simply uninstall TSVN, reboot your machine and
then reinstall it. This should have a high chance of working around the
installation issue you are experiencing.
