There are several configurable options to enable external diff viewers
and external conflict resolution / merge tools. One tool would open
when you want to compare different revisions, another one would open
to view and resolve text conflicts in files. I guess that you've
configured just one of them. Check TortoiseSVN Settings | Diff Viewer
/ Merge Tool[1].
