First and foremost, I'd suggest contacting your server admin or repository
maintainer. I guess that there is a post-commit hook on the repository and
this hook takes longer time to execute.

Anyway, the issue does not seem to be directly related to TortoiseSVN. Have
you tried command-line `svn.exe` client? How long does the commit take when
you run `svn commit`
