Hi,
All updates to applications are deployed via SCCM. This makes managing the application easy and also enables uniformity as everyone is using the same version of application.
And moreover users may not have the required rights to install/uninstall applications or updates.

Hello Govind,
Why don't you want your users to make their TortoiseSVN clients to be up-to-date? I would recommend to keep your SVN clients at the latest version. Are there any special reasons to postpone the client updates? What TortoiseSVN client version are you using now?
I've just seen a similar question on StackOverflow. I guess that you asked it and removed the post. Could you please provide us with more information about your situation here?

you can not disable manual update checks. You can redirect the check though:
As far as I see, Govind wants to remove the buttons "Check for update" so that users won't update their TortoiseSVN clients to the newer version. I don't know why right now.
