Thank you for the bug report. Indeed, it seems to be a bug. According to
the documentation
<https://tortoisesvn.net/docs/release/TortoiseSVN_en/tsvn-dug-blame.html#tsvn-dug-blame-diffs>,
TortoiseSVN should display TortoiseMerge to diff r1 and r2 blame results or
'Changed Files' dialog should open with r1 and r2 pre-selected.

Unfortunately, your bug report didn't grab any attention. I'd like to bump
it up since I can reproduce the behavior and it looks like a bug to me.

Environment:
TortoiseSVN 1.9.4 64-bit,
Windows 10 64-bit.

Reproduction script:
1. Start TortoiseSVN's Repo Browser.
2. Navigate to http://svn.apache.org/repos/asf/subversion/trunk.
3. Run 'Show Log' for the /trunk.
4. Select revisions 1768305, 1768304 and run 'Blame revisions'.

In my case 'Changed Files' dialog opens out of focus (i.e. under Log
Messages dialog) and it has only r1768305 selected.

I also noticed another problem that I can't reproduce any more. After
running 'Blame revisions, TortoiseMerge window opens immediately and it has
only r1768305 on left and right sides of the diff.
