OK I'm pretty much against anything git...but...

Yes it does.

There is a big "Download Zip" button in the right column of the code
browser on GitHub.

If you want the latest, it's right there right away.

If you want a specific version, go to that commit, then click "Browse
files". Boom. Download button.
