Missing DLLs in _OTHER_ programs after having installed TSVN 1.9.0

Hello World,

After having installed TSVN 1.9.0, our own application started with an
error message, saying that api-ms-win-crt-runtime-l1-1-0.dll is missing.
After uninstalling TSVN 1.9.0 this message is gone too.
I noticed the same message from Embarcaderos RAD Studio 15 ("Delphi XE 7").
It worked without problems with TSVN 1.8.12.

What is the problem? I think this should not happen...
