I have the same issue. In my case the affected application has been built with either D2007 or XE8 depending on the installed version of my program on the PC.
Some discussion else where referred to a VC redistributalbe and it looked like it had to do with VS 2015, but the provided download links there seem to be no longer valid.
The DLL file is present on my PC in c:\windows\system32
