Explorer shell icon not showing for ignored and non-versioned files/folders

Hi all,
I am having an issue with the overlay icons in Explorer, and I'm not sure whether it's a bug, an environmental issue, or by design.
Here is a screenshot:
I recently updated from an older 1.8 version (1.8.9 or 1.8.10 I think). The old version used to show a grey circle with a line through it for ignored files and folders (using "straight" icon set), but now there is no icon at all.
Here is my current version info:
I have tried doing a cleanup operation, with "Refresh shell overlays", but that did not help. I have also tried restarting the TSVNCache.exe process as well as Explorer, but that didn't help either.
Does anyone else have this problem, or is it just me? Were these icons removed from the latest version of Tortoise?
