It seems the overlays only show up for 32-bit processes, not x64 ones.
Maybe something is blocking those?

Check the registry key
HKLM\Software\Microsoft\Windows\CurrentVersion\Shell Extensions\Approved
There should be 11 entries from TSVN there.
If they're not there, try a repair install/reinstall.

Also, check the number of already installed overlay handlers:
Settings dialog->Icon overlays->overlay handlers

if there are too many handlers, then TSVN can't show its overlays.
