They were not removed, but there is a certain priority to icon overlay
handlers. Windows has only 16 slots available and uses some of them for
itself. If you have other apps that use overlay handlers installed, they
can occupy these slots as well.
You can (de)activate the TortoiseSVN Icon handlers in the TortoiseSVN
settings. TortoiseSVN will tell you how many slots are occupied by other
apps and which overlays it can display.
