SVN checkou and SVN update - missing files

Hello!

Does anybody else have a problem like this. When we checkout or then update a repo that is large and the traffic on SVN server is very heavy it is almost every time that Tortoisse SVN says that the process is complete, but when I look at local files I see that lots of files are missing. I think that the problem is in our server performance, but would expect the Tortoise to give me some error that it couldn't pull all the files, or even better to reconnect and continue with the update. Developers are not happy, but for now I gave them instrucions to allways update at least two times, until the time it doesn't pull anything else. Than we know it is complete. I am trying to find out what is the problem with performance but would be glad if this is changed so that it gives error or even better reconnects and pulls down everything. Thanks.
