To answer what I believe the OP is originally asking:

TortoiseSVN 1.8.11 is the latest released version of TSVN. It uses Subversion 1.8.13 as its underlying base application.

...which is TortoiseSVN-1.8.10.26129-x64-svn-1.8.11.msi

I think the OP generated their "previous version" information by editing the current TSVN download name, rather than by actually looking at what it really was.

Subversion 1.8.13 exists and is available for download separately. It is a command-line application. TortoiseSVN 1.8.11 is a separate application that acts as a shell over Subversion 1.8.13.
