No, there is no previous TSVN version 1.8.11 linked with svn 1.8.11.
There's a 1.8.10 linked with svn 1.8.11.

If you want to check if your download is valid, follow the instructions
here:

And please: get your facts straight. As long as you keep posting wrong
versions which don't exist (like
TortoiseSVN-1.8.11.26392-x64-svn-1.8.11.msi or Windows 8.2) you're only
wasting our time.
