Not sure if this is the same issue, but:
Using TortoiseSVN 1.8.10, Build 26129 - 64 Bit , 2014/12/17 19:35:51
In "Log Messages" window (from the "TortoiseSVN/Show log" menu), if I select a revision,
then doublclick a modified file in bottom table, a loading dialog appears, then when the data
is loaded, the dialog disappears and the SVN window goes to the background and then
the diff window ("TortoiseMerge" actually) appears.
It does not really go to the background, but the previously active windows goes to the foreground.
So if T is the TSVN window and A,B,C are other windows, the states are such:
A,B,T,C (A is in the background, C in foregorund)
Swtich to T
A,B,C,T
Open a diff in TSVN
A,B,C,T,D (D is the loading progress dialog)
A,B,T,C (TSSVN went behind C)
(after a second, the diff window X appears)
A,B,T,C,X
