I have tried every single thing that I can find on the Internet about this topic. I have made every single adjustment to the system that was suggested.

I have tried every single recommendation on this page, in the suggested order. Nothing worked.

The following item is for XP, not Windows 7.

The MSI Service is running.
There is no MSIexec. file (without an extension).
The RPC service is running correctly.
The registry keys are correct.

I have the latest version of Windows Installer: 5.0.7601.17514.

I downloaded a troubleshooter from Microsoft specifically for these kinds of problems and it found nothing wrong with the MSI service.

I completely uninstalled 1.7.10. I then rebooted and tried installing any of the 1.8 versions that I have, and none of them work. I finally gave up because I also have deadlines to meet, and installed 1.7.11, which worked fine.

I am also a professional programmer and it is clear to me that the answer to this problem lies in some change that was made to the installer between the 1.7 series and the 1.8 series. What it might be, I have no idea (I don't use MSI, I use NSIS), but that is where the problem is.
