Windows 8.1 shell integration issues?

Hi - long time user, but I just joined this list. I just checked the email
archives and hadn't seen this asked yet.

I upgraded from Windows 8 to 8.1 last night and my shell integration of
TortoiseSVN no longer works. I can right-click and choose 'commit' but the
commit dialog never shows.

I uninstalled TortoiseSVN, rebooted, re-installed, rebooted, and no luck.

Has anyone else encountered this?
