That sounds reasonable... assuming you are 100% sure that everyone using your repository is using a 1.8 or newer client. If they are not, the svn:global-ignores won't mean anything. Applying the svn:ignore property recursively will ensure that pre 1.8 clients will still honor the settings.

I'm not sure how this could be resolved.
