tortoiseSVN 1.8.1 only sets svn:global-ignores

Hi

In TortoiseSVN 1.8.1 it seems that the «svn:global-ignores» property is set when right-clicking a file and choosing «TortoiseSVN->Add To Ignore List...». This happens both when I use the normal or the recursive option. Intuitively, I would expect that the normal option would set the svn:ignore property, while the recursice options set the svn:global-ignores attribute.
