Installing TortoiseSVN for a single user

Installing Tortoise causes the context menu elements to be shown for all users, at least by default. I tried to install Tortoise to manage administration scripts on a terminal server, but this predictably caused all users to see Tortoise element, while I want Administrator to be the only user getting those. Is there a way to do that (GUI or otherwise not too complicated)?

http://tortoisesvn.net/faq.html#nofilemenus suggests there would be a way through HKEY_CURRENT_USER, but "*" doesn't appear there, and I'm not familiar enough with the registry to see exactly where the key should be moved too.
