If it's not there, create it. It might work on newer OS versions.
I tried it once on XP, but it didn't work there. But I think it might
work on Win7.

Another way to only get the entries for Admin users is to remove the
TSVN keys under
HKLM\oftware\Microsoft\Windows\CurrentVersion\Shell Extensions\Approved
because if the TSVN extensions are not listed there, normal users can't
access them: that key is used to allow (approve) the extensions for
normal users.
