Saving files is one thing, but adding new files and deleting removed
file requires action by the user. If they don't do this, the next commit
will only transfer half of their changes.

What you could also do is try to lobby a feature in Subversion that
allows versioning a folder as a whole, i.e. added files are implicitly
added and deleted files are implicitly deleted. This would be a feature
in Subversion itself though, not TortoiseSVN, so this here would be the
wrong audience.

I'm not sure what exactly your problems are here and whether you are not
mixing up different problems into one. I know that we use TestComplete
(I don't know the version) here, too, and Subversion seems to do the job
for us, though we don't use it extensively, so I have hope that your
problems can be fixed.

No, TSVN is not an MSSCCI provider. There are SVN-based MSSCCI
implementations, see [1] for some, a websearch turn up more of them.
Also, you should ask the TestComplete vendor how to best integrate
version control in their system. In any case, I'd be interested if you
have any results to share, too.
