TortoiseSVN 1.7.6 & TestComplete 8.7

TestComplete is an automated capture/playback test tool that captures lots of information in side files - NameMapping to use short names for object recognition & manipulation, image files, TestComplete project files and extension, as well as the script to test our application.
Saving/Committing a TestComplete project or project suite saves all the files, but update does not get all of the changes. Other users have complained of similar issues since 2009. Attempts to use updated TestComplete projects are unavailable due to conflicted files, usually having to do with TestComplete project management files (which we did not change).
TestComplete claims to be compatible with any Microsoft Source Code Control API (MSSCCI)source control system. Is TortoiseSVN a Microsoft Source Code Control API (MSSCCI)source control system?
