I just installed TortoiseSVN 1.7.6 (released yesterday?) and seem to have
resolved my problems with "TortoiseProc failed to launch".

Point 4 below still applies, however. I suspect this is a feature (not a
symptom of trouble) that I was not aware of. I can certainly see how this
could be useful.
