That's not a bug but a feature (seriously!).
Most times the repo browser is started from a working copy and then no
url has to be entered.
In cases where an url has to be entered, we assume that the user copies
the url e.g. from a web page. TSVN therefore scans the clipboard for
such an url and fills in that url automatically. And it does that not
just for the repo browser but other dialogs like the checkout dialog as
well.
The previously used urls are still available in the combo box though, so
if you don't want to use the url from the clipboard you still can browse
through the url history and choose one from there.
