But how did you add it? If you specify the path to add then it will
add it, just as TortoiseSVN does if you right click on the folder you
want to add.

What config file are you talking about?

The global ignore settings in TortoiseSVN are shown in the settings.
You don't need to edit a separate config file.

Also note that there are 5 possible locations for config information,
with a priority order.

It may be that the config file you edited has lower priority than the
settings TSVN is editing.
