According to FAQ [1], this feature is controlled by environment
variable SVN_ASP_DOT_NET_HACK:

If it is not there, it might be that the setting is stored in the
Registry. There are different branches for Subversion (both at current
user and at local machine levels) and for TortoiseSVN.
