This is actually a problem of the scintilla component. If you've got
notepad++ or another editor that uses scintilla you can reproduce the
problem there as well - in notepad++ just after opening the file, use
the menu Encoding->encode in utf8 and you'll see the same as in
TortoiseUDiff.
