I'm trying to inform the translators using as many channels as possible
(translators list, direct e-mail, google+, announcements on transifex and,
since today, Twitter)

Concerning your question about the online tool to check for missing
accelerators: tsvn.e-posta.sk by Oto Brezina used to do the job, but it's
offline right now.
msgfmt --check-accelerators only checks for differences between original and
translation. If a '&' is present in the original, there should be one in the
translation. Otos tool even found some more inconsistencies.

I can run the checks for you and e-mail you the result, but you can just
download the gnu gettext utilities for windows.
