Commit failed access to '/repository/!svn/act...' forbidden

I'm trying to commit to the PHP PEAR SVN, but I'm having trouble.

I've recently changed my password with them so I accept that the error I'm
getting might be related to that.

Here's the error:

access to '/repository/!svn/act/aece35a9-03fc-0646-a7ea-f667c01d1f4e'
forbidden

I've seen other threads that say you can't change your password in
TortoiseSVN you need to clear the authentication data -- fine.

I did that, I cleared the authentication data, the "Clear" button is now
grey, I can't click it again.

I tried to commit again and I still get the same error, still no
username/password prompt.

SVN's cryptic errors don't really give me much to go on.

What else should I try?
