Because this behavior user waits by experience from using this dialog. It's (by design) is a place, where users waiting to see any properties and modify all of them, which can be modified by user.

And even if exists more direct way to modify it (like command "Rename" or F2 key), it MUST BE editable here too. It's usability.

May be its historically, but it's good and must stay there.
