Oops, my bad, I never noticed that before.

OK, but that is pretty much the only place that Windows gives you to
make such a change. With TSVN that is not the case - there is already
a dialog for changing WC depth. Why make the properties tab more
complicated when there is already a better place to do the same thing?

I think that is largely historical because in earlier versions the
only place to modify svn properties was in that tab. Now svn props
appear in the TSVN context menu, but the button is still on the
properties dialog. But if you follow your argument to its logical
conclusion then almost everything in the TSVN context menu would have
to appear in the properties dialog too.
