test/merge 1.6.16

hi, I am using windows 7 on a 64bit machine and noticed the following issue in version 1.6.16 (and an earlier 1.6 version).
The Test-Merge is case-insensitive for the "URL To Merge From", the actual Merge is case-sensitive. This only seemed to be relevant for a newly added file.
It would be nice if the Test-Merge would complain, or both would work :), as it was confusing that one was ok, but the other was not.
