TSVN - Cannot reset authentication

TSVN version 1.16.15, build 21042 - 64 bit

Windows 7 - 64 bit.

 

I can access a repository via https and Internet Explorer 8.

TSVN cannot browse, update, commit or anything else with the same
repository.

I receive error: "Could not read status line: Secure connection truncated
(https:svn.."

 

I have cleared Windows password cache.

I have cleared TSVN password cache by using settings/saved
data/Authentication data

   The "Clear" button is now gray.

I have deleted the entire folder %APPDATA%\Subversion\

I have uninstalled and then reinstalled TSVN.

 

TSVN does NOT ask for the user name/password pair even though it should be
cleared.

I can access the archive via an older Windows XP machine and the proper user
name/password.

 

How can I get TSVN to ask for the user name/password? It must be using
something that fails but where is it?
