Sorry ; I think am failed to make you guys understand my Q.
 
Purpose: In My organization ; we want users only can Unlock any file or
folder who Lock them. No one can steal lock. I have write down a script
 
Attached script applied and working pretty much. Only users who lock the
Files can break the lock. No other one can do so.
 
BUT
 
This FAILED in one SCENARIO:
 
User A > Lock the file
User B> Cannot unlock from Repo Browser

Even Unable to LOCK from Checkout Folder as TSVN prompt an error.

BUT Scenario FAILED(My Attached Script failed) when User B used "SVN Get
Lock" and Check the Steal lock Option from the below screen and HE GET
SUCCEEDED.

AND he LOCK get Stolen:

MY Question: Why It happened? Is there any way that No one can steal the
Lock except Owner of the Lock.

When he tries to break a lock via the Repo-Browser it fails with a 500
error.
When he tries to get a lock via the "SVN Get Lock" context menu option it
correctly reports another user already has the lock.
When he tries to break a lock via the "SVN Get Lock" context menu and
chooses the "steal lock" option, then this also works correctly and the lock
is stolen.
 
Why would trying to break a lock using the Repo-Browser result in a 500
error, but doing the same thing via the context menu path work?

You didn't ask a question. You included a lot of screenshots which did not
seem to relate much to the text. I have absolutely no idea what you are
asking, but the one screenshot shows a server error message and the script
is a server-side hook script, so I'm guessing the question you would have
asked has to do with the Subversion server. You should ask it on the
subversion users mailing list, not this one.
